Jobs in Energy Department - Govt of Sindh - Karachi

Government of Sindh endeavors to undertake various initiatives in the power and Energy sector to meet the energy requirements of the province and the Country. Realizing the need for related expertise, Energy Department, Government of Sindh is looking for suitable candidates for various positions in the department on contract basis. The posts are purely temporary, however that may be extended on need-cum-performance basis:-



Position

Director  Technical – Oil & Gas (Petroleum Economist)

Qualification:

·      Bachelor degree in Geology / Petroleum or Engineering.

·      Masters in Economics or masters in Business Administration.

·      Experience:

At least 6 to 7 years of successful, verifiable and relevant experience in Oil & Gas industry preferably as a petroleum economist.

Age Limit:

Not exceeding 40 years with sound health.
  

Brief Job Description

Job Responsibilities shall include but will not be limited to

Undertake analysis of Oil and Gas Fiscal regimes and recommend comment on policies and regulations keeping in view the laws and regulations in Pakistan as well as international practices.

Provide quality economic analysis including risk based economic evaluations to evaluate the feasibility of projects and facilitate the decision-making process.

Provide assistance in strategy development, negotiations of commercial terms, and business plan development to the secretary on Oil & Gas Related concessions.

Assessment of Projects both in exploration and production assets.

Research – Associate – Oil Gas

Qualification:

Master’s degree in Economics / Finance and Accounting / MBA from reputable University / institute / Qualified ACA / ACCA / CFA Level II.

Experience:

At least 5 years of successful, verifiable and relevant experience in corporate finance / investment banks or economic & sector research and capital structuring. Experience pertaining to Oil & Gas Industry and / or Power sector coverage / Research/ projects.

Age Limit:

Not exceeding 35 years with Sound Health.
  

Brief Job Description

Job responsibilities shall include but will not be limited to:

Provide assistance in Policy and strategy development to the Director on Oil & Gas related concessions.

Assist the economic and financial analysis.

Assistant in the formulation, processing, and negotiation  of private sector investment in Oil & Gas related Projects in Sindh Province.

Develop and analyze financial models, both in the feasibility and transaction advisory stage.

Research on fiscal incentives and initiatives to attract private investment in Oil & Gas sector of the Province.

Coordinate b/w transaction advisors and GoS / GoP on the project structuring, if required.

Perform any other related task(s) as assigned by GoS.

Director Technical – Electric Power & Energy

Qualification:

A Master’s degree in Electrical Engineering.

MBA will also be an added advantage from a recognized University / Institute.

Experience:


At least 10 years of successful verifiable and relevant experience in Power Sector.

Age Limit:

Not Exceeding 40 years with sound health
  

Brief Job Description

Job responsibilities shall include but will not be limited to:

Provide technical guidance to the secretary on development of policy, laws and regulations relating to Oil, Gas and Hydro based power projects in the Sindh Province.

Assist the Secretary in development of electricity regulatory regime including tariff structures for power generation / distribution and transmission within the province of Sindh.

Identify Potential projects for development by the Government or under PPP and selection and monitoring of consultants, contractors and / or developer / private partners.

Carry out technical review of proposals of energy projects.

Help evaluate technical aspects in Site selection for setting up power projects.

Recommend most feasible and beneficial energy generation options available to the secretary.

Represent the Energy Department, GoS at Various forums.

Provide expert guidance and coordinate with relevant authorities on laying of transmission lines from the proposed power generating units to the national Grid or Private / Captive consumption.

Identify and set performance targets for power plants, in close coordination with the stakeholders.

Research and recommend to the senior Management, various options for power generation.



Research Associate – Electric Power & Energy

Qualification:

A Bachelor degree in Electrical Engineering.

Provide expert input into all projects undertaken by the department on the financial structuring and financial costs to government.

Advice the senior management and the line ministry and other government entities on the feasibility studies required in order to demonstrate project viability.

Ensure that the government’s fiscal obligations (explicit and implicit) resulting from the assumptions of project risks may be reported to GoS in a timely manner for efficient decision.

Assist in the formulation, processing, and negotiation of private sector investments in Power projects in sindh province.
